Standing Committees (Sections 162 and 162A)
According to the Kerala Panchayat Raj Act 1994, every Panchayat shall constitute Standing Committees as prescribed under the Act. These committees function as support systems for the Panchayat to effectively, efficiently, and timely discharge responsibilities related to development, welfare, and infrastructure sectors.
Before taking any decision on a matter, the Panchayat must examine it carefully and in detail. Such preliminary scrutiny should first be carried out by the respective Standing Committee. Only after discussion and resolution in the Standing Committee meeting should matters be included as agenda items in the Panchayat meeting. Once the Panchayat takes a decision on a matter, the concerned Standing Committee is also responsible for ensuring its effective implementation.
Resolutions passed by the Standing Committee must be placed before the next Panchayat meeting. The Panchayat has the authority to modify such resolutions if necessary. The Secretary must attend all Standing Committee meetings and ensure proper recording of minutes and decisions.
Structure of Standing Committees
- Only elected representatives can be members of Standing Committees.
- Except for the President and Vice President, every Panchayat member must be an elected member of one Standing Committee.
- A member cannot belong to more than one Standing Committee.
- Each Standing Committee must include at least one woman member.
- The President is an ex-officio member of all Standing Committees without voting rights.
- The Vice President shall be the ex-officio voting member and Chairperson of the Finance Standing Committee (Section 162(6)).
Duties and Responsibilities of Standing Committees
All Panchayat members are included in one or another Standing Committee as part of distributing responsibilities among elected representatives. Responsibilities belong to the Panchayat as a whole, not to any individual or committee.
Standing Committees are among the most important mechanisms within the administrative system for carrying out Panchayat responsibilities. The various functions vested in the Panchayat are divided among different Standing Committees. Therefore, Panchayats discharge their responsibilities mainly through these committees.
Standing Committees are not independent bodies and do not possess autonomous powers. They function on behalf of the Panchayat according to the powers and duties assigned under the law. Through this system, administration becomes more efficient and promotes participation and decentralization.
All decisions taken by Standing Committees must be presented in the next Panchayat meeting. The Panchayat has the authority to amend such decisions if necessary (Section 162A(3)(1) of the Kerala Panchayat Raj Act, 1994).
Meetings of Standing Committees
(As per the Kerala Panchayat Raj (Standing Committee) Rules, 2000)
- Meetings must be held at least once every month.
- Meetings shall be conducted at the Panchayat office on the date and time fixed by the Chairperson.
- Each Standing Committee shall consider matters related to the responsibilities assigned to it.
- If different Standing Committees take conflicting decisions on the same matter, the issue shall be referred to the Panchayat.
- The quorum for a meeting is three members. However, if the number of voting members is four or less, the quorum shall be two.
- Decisions on agenda items shall be taken by majority vote of members present.
- The Chairperson shall have a casting vote.
- The President, being an ex-officio member, must be informed about the meeting date and agenda items, and these should also be displayed on the notice board.
- Decisions of a Standing Committee can be amended or cancelled only through a specially convened meeting supported by more than half of the total members of that committee. Such amendment must be made within three months.
Standing Committees play a crucial role in the functioning of local governments. Effective, scientific, and efficient local governance is possible only when these committees properly discharge their assigned responsibilities.

- Matters not assigned to any other Standing Committee
