Grama Panchayat

As part of Kerala’s People’s Planning Campaign, a strong decentralized planning system exists at the grassroots level for preparing and implementing development projects in Gram Panchayats.

Main Components of the Planning Process at the Gram Panchayat Level

1. Development Standing Committee

The primary responsibility for planning development projects in a Gram Panchayat lies with the Development Standing Committee.

Functions:

• Prepare projects related to agriculture, soil conservation, social forestry, small-scale industries, housing, and public works.
• Monitor and evaluate the progress of development projects.

2. Working Groups

To prepare annual plans systematically and according to priorities, Gram Panchayats constitute sector-wise Working Groups.

Examples of Working Groups:

• Agriculture
• Production sector
• Health and sanitation
• Poverty alleviation
• Women and child development

Members:

• Elected representatives
• Concerned government officials (such as Agricultural Officer, Village Extension Officer)
• Local experts and resource persons

Role:
These groups collect suggestions from Gram Sabhas, prioritize development needs, and prepare project proposals.

3. Gram Sabhas and Project Formulation

The actual planning process begins with the Gram Sabhas.

Gram Sabhas

• Gram Sabhas are meetings of voters in each ward.
• Local development issues and needs are discussed.
• People submit suggestions and proposals for development activities.

Development Seminar

• Suggestions received from Gram Sabhas are consolidated by the Working Groups.
• Project proposals are then discussed in a Panchayat-level Development Seminar.
• The annual plan is finalized after detailed discussions.

4. District Planning Committee (DPC)

The District Planning Committee gives final approval and administrative sanction to the plans prepared by Gram Panchayats.

Composition:

• District Panchayat President — Chairperson
• District Collector — Member Secretary

Functions:

• Approve local self-government development plans
• Allocate funds for projects
• Approve modifications and administrative sanctions

. Grama Panchayat Development Plan (GPDP)

The Government of India promotes decentralized planning through the GPDP (Grama Panchayat Development Plan).

Key Features:

• Special Gram Sabhas are conducted every year from October to December.
• Development plans are prepared based on people’s needs and suggestions.
• Plans are uploaded to the e-GramSwaraj portal.
