Panchayat Education Committee
The Panchayat Education Committee (PEC) is an important people-oriented committee functioning in the Gram Panchayats of Kerala Local Self Government Department to improve the quality of education and develop school infrastructure.
These committees gained greater importance after the administration of schools was decentralized to local self-government institutions as part of Kerala’s People’s Planning Movement.
1. Structure of the Committee
The Panchayat Education Committee is formed with broad participation at the Panchayat level.
- Chairman: President of the Gram Panchayat
- Vice Chairman: Chairperson of the Health and Education Standing Committee
- Convenor: A Headmaster/Principal of a Government or Aided School within the Panchayat area
(usually nominated by the Panchayat Committee)
Members
- Chairpersons of other Standing Committees
- Headmasters of all schools within the Panchayat
- PTA (Parent-Teacher Association) Presidents
- Education experts and representatives of teachers’ organizations
- AEO (Assistant Educational Officer) or his/her representative
2. Major Responsibilities
Educational Planning
Prepare annual educational development plans for the overall improvement of the education sector within the Panchayat.
Improvement of Infrastructure
Ensure and support the development of facilities such as:
- School buildings
- Drinking water facilities
- Toilets
- Playgrounds
- Computer labs
The committee also helps allocate funds for these purposes.
Improvement of Academic Standards
Implement programmes such as:
- Special coaching classes
- Career guidance
- School admission festivals
- Projects to address learning difficulties and academic backwardness
Mid-Day Meal Scheme Monitoring
Supervise the quality and proper distribution of mid-day meals provided in schools.
Prevention of Dropouts
Promote community-based interventions to prevent students from discontinuing their education.
3. Relationship with School-Level Committees
The Panchayat Education Committee coordinates the activities of school-level bodies such as:
- PTA (Parent-Teacher Association)
- SMC (School Management Committee)
Major requirements that schools cannot address independently — such as construction of new buildings or large funding needs — are included in Panchayat development projects through the Panchayat Education Committee.
