Grievance Redressal Mechanisms for Gram Panchayats
The Local Self Government Department (LSGD) has established several mechanisms for addressing complaints related to Gram Panchayats and other local self-government institutions.
Main Grievance Redressal Systems
1. K-SMART Online Portal
K-SMART is an integrated online platform for local self-government services. Citizens can submit complaints, grievances, and objections through this portal.
2. Public Grievance Cell (LSGD)
Complaints can be submitted through the Public Grievance Cell of the Local Self Government Department.

3. Ombudsman for Local Self Government Institutions
The Ombudsman is a statutory authority at the state level responsible for investigating complaints related to corruption, maladministration, misuse of power, and irregularities committed by elected representatives, officials, or employees of local self-government institutions while discharging their official duties.

4. Tribunal for Local Self Government Institutions
The Tribunal is responsible for hearing and deciding appeals and review petitions against decisions taken by local self-government institutions.
Key points:
- Appeals should generally be filed in Form C within 30 days from the date of the order being challenged.
- A delayed petition may be accepted with the Tribunal's permission, subject to prescribed limits.
- If no decision is taken on a petition submitted to a local body within 60 days, a petition may be filed before the Tribunal within 90 days.
- Supporting documents, self-attested copies, and affidavits should be submitted along with the petition.
- A Demand Draft (DD) of ₹50 payable at the Tribunal's Thiruvananthapuram office and a Legal Benefit Fund Stamp of ₹100 are generally required.

5. Chief Minister's Public Grievance Redressal System
This is the Government of Kerala's online grievance redressal platform for administrative complaints. Citizens can:
- Submit complaints online
- Track complaint status
- Find charge officers
- Access service and grievance-related dashboards
Complaints related to the Local Self Government Department can also be submitted through this platform and will be forwarded to the appropriate department for action.
6. Minister for Local Self Government and Excise – Grievance Redressal System
This online grievance portal connects various offices under the Local Self Government and Excise Departments.

- Submit complaints directly to the Minister.
- Receive SMS updates regarding every stage of complaint processing.
7. Vigilance Wing
The Vigilance Wing investigates complaints regarding:
- Unauthorized or illegal building constructions
- Violations of building regulations
