Gram Sabha
The Gram Sabha is the lowest-level yet one of the most important institutions in India's democratic system. It serves as a platform for ensuring the direct participation of people in the functioning of local self-government institutions, namely Gram Panchayats. All registered voters in a ward together constitute the Gram Sabha of that ward.
Importance of the Gram Sabha
Direct Democracy:
Since a large section of India's population lives in rural areas, the Gram Sabha provides an opportunity for people to directly express their views on local issues and participate in decision-making.
Guidance for Panchayat Administration:
The Gram Sabha has the authority to discuss and approve development projects, welfare schemes, and new proposals to be implemented by the Gram Panchayat. It acts as a guiding body for the Panchayat Council.
Transparency and Accountability:
The progress of projects, income and expenditure accounts, and asset registers of the Panchayat are presented and discussed in the Gram Sabha. This ensures transparency and accountability in local governance.
Planning and Implementation of Projects:
The Gram Sabha identifies the major problems of the ward, prioritizes them, and helps formulate development plans. It also plays a crucial role in selecting beneficiaries for individual welfare schemes.
Social Audit:
The Gram Sabha can conduct social audits to evaluate the effectiveness and impact of implemented projects and schemes.
Functions of the Gram Sabha
Meetings:
At least four Gram Sabha meetings must be held during a financial year.
Chairperson:
The Ward Member/Councillor of the respective ward presides over the Gram Sabha meetings.
Committees:
The Gram Sabha has the authority to elect sub-committees required for coordinating development activities and implementing welfare schemes.
